Calvin Goldman, KC is the principal of The Law Office of Calvin Goldman, KC. His practice covers all areas of Canadian competition law, with a particular emphasis on Canadian and international matters before the Competition Bureau and the Competition Tribunal, as well as foreign investment reviews under the Investment Canada Act. Cal has acted as counsel in a number of leading competition law and foreign investment review cases in Canada.
Cal is a former director (since renamed commissioner) of the Competition Bureau in the Canadian government and a former vice chair of the Organisation for Economic Co-operation and Development (OECD) Competition Committee. He is a special adviser to the Business at OECD Competition Committee (BIAC).
He is vice chair of the new Committee on Foreign Investment and National Security of the American Bar Association's Antitrust Law Section (ABA ALS). He was co-chair of three task forces of the ABA ALS from 2013 to 2021, including the Foreign Investment and Antitrust Interface Task Force.
On 2 July 2020, Cal's earlier appointment to the North American Free Trade Agreement (NAFTA) Chapter 19 (Trade Remedies) Binational Panels Roster was continued for a term of 10 years from February 2018 under the Canada–United States–Mexico Agreement (CUSMA). He was appointed in October 2022 by the Office of the United States Trade Representative and Canada's Trade Law Bureau as one of the five binational panellists under Article 1904 of NAFTA in relation to the softwood lumber dispute, with hearings scheduled for late September 2023.
Cal recently acted as competition counsel in 2022–2023 to a number of US-, UK- and Canadian-based financial firms and hedge funds in relation to the US$26 billion Rogers/Shaw proposed merger. He also acted recently as competition counsel in 2022–2023 to Illumina, Inc in relation to the international jurisdictional issues arising from the European Commission's assertion of jurisdiction in the Illumina/Grail merger and in relation to the Statement of Concerns published in Concurrences in September 2023 pertaining to that matter.
